Ohio embraces the fourth set of sports betting regulations

The OCCC continues to establish Ohio sports betting laws in preparation for the state’s legalization of sports betting on January 1, 2023. The panel approved a fourth set of guidelines this week. These include supplier and staff licensing, house rules, and gaming facilities’ security and surveillance needs.

What’s in the fourth set of rules from the Ohio casino control commission?

Workers of sports gaming and providers of gaming-related equipment or services will require to obtain a license with the commission. People in positions of responsibility will be subject to a more in-depth investigation.

The state established the parameters for developing and disseminating “house rules” to all gaming operators. These include the sorts of wagers acceptable, how to compute wins, how to finance wagers, and how to redeem profits. Proprietors are essential to submit house rules to the commission, but they are free to make their own house rules within the boundaries provided by the state.

The fourth set of guidelines requires any gaming establishment in Ohio to use location-based technologies to ensure that all users are within the state.

They also require operators to use only certified gaming equipment that meets the state’s safety, surveillance, and integrity requirements. Gaming businesses shall provide the commission with a list of all equipment.

Ohio casino operators will install surveillance systems and grant the commission direct access to a computer system. All surveillance will hold on for at least 14 days, with potential criminal infractions recorded for at least 90 days.

Additional guidelines govern cashiering operations and which is permissible to participate in sports gaming. Anyone who wagers more than $1,000 must register with the gaming facility in order to participate.

Ohio’s betting and gambling industry is recovering.

In March, Ohio’s casinos recorded nearly $216 million in revenue, topping the state’s earlier high of $215 million set in March of 2021.

Prior to the start of Coronavirus, the total for March 2019 was $184 million. In nine of the last ten years, Ohio’s gambling facilities and racinos have established new monthly revenue records, with 2020 being the lone exception.

Also, in March, the state reported $93 million in income from its casinos. The gambling earnings from Ohio’s seven racinos were $122 million.

According to monthly reports, slot machines accounted for most casino income in March, totaling $65 million. Table revenue amounted to $28 million. JACK Cleveland Casino earned the most money, $24 million, followed by Hollywood Columbus, which earned $23 million. Hard Rock Cincinnati and Hollywood Toledo brought in $23 million and $22 million.

Racinos claimed state earnings of $123 million, down from $124 million in March of last year.

The third set of Ohio gambling rules was put forth recently

The Ohio CCC looks to be moving quickly on rules legalizing sports betting in the state. In the previous month of April, the commission issued its third set of guidelines. These rules regulate the sports gambling involuntary exclusion list, the licensing process and payments.

According to the guidelines, gaming operators must notify the commission whenever anybody on the involuntary exclusion list visits their facilities. The commission also comprises the sports gaming voluntary exclusions program into programs used by casinos and other gaming establishments.

In the previous month, the Ohio Casino Control Commission put forth standards for accrediting upright/ ethical monitoring in sports gaming in a distinct filing. Independent integrity monitoring will monitor gaming activity to discover unusual betting trends and warn appropriate parties of suspicious behavior.

The process of Ohio sports betting rules proceeds

The commission approved preliminary approval to transfer the fourth batch of rules to Ohio’s Common Sense Initiative Office at its meeting. It is one of the eight steps in the regulatory process that each batch must go through. As per a flowchart by the CCC, each batch will take between 149 and 179 days to become effective.

According to the legislation, sports betting in Ohio must begin by January 1, 2023. Provisional sports betting licenses can be issued by the CCC until June 30. The process began in late December 2021, when the first set of rules was made available for public feedback.

The sixth set of regulations was set forth on March 7, putting the project on track for completion in August or September. That is not good news for Ohioans who want to gamble on NFL and collegiate football this season.

When will sports betting be legal in Ohio?

The state plans to start operations on January 1, 2023. That date is set as the time limit for the Ohio Casino Control Commission for presenting sports betting in the state under HB 29. As per Ohio’s Control Commission’s deputy executive director Rick Anthony, the commission looks forward to spending the whole year of 2022 planning to supervise the new economy. Rick, the director further said that he is advising desiring parties like the sportsbooks, and vendors, not to anticipate the launch before then.

Apps for sports betting in Ohio

HB 29 allows for up to 25 sportsbooks from the beginning. Casinos and groups that already have such permits can request additions if they can showcase the OCCC that the extra layer will be beneficial for Ohio. However, the precise names of applications that will be available in Ohio are unknown, but certain apps look to be more favorable than others. These can be Barstool, FanDuel, DraftKings, BetMGM, Caesars Sportsbook Ohio, etc.
